A change of scenery

[2009Legacy]

A few changes to the Credit Page:

• Removed the mention of the ::vote command that was discontinued.
• Added a section for testing and dialogue contributions
• Updated links on page

Website background change to the authentic 2009 vs the current 2010.

Added vote link to nav bar under community tab and updated the matrix link.
