[RFE] timeout for scaling smoke apps should scale based on number of users

We currently use a fixed wait time on scaling out the smoke app, but in a small environment with a large number of users this can fail.

We should probably scale the wait time based on:

• size of environment (eg: medium vs large)
• number of users (eg: 80)
