added config for local persistent storage on docker-registry #91

Added this so that aws instances can be stopped and started again, while maintaining any existing application builds push to the docker-registry prior to the restart.

It's just local persistent storage on the infranode for docker-registry.

I'm working on detiber's fork right now and will be trying to configure for ebs storage so this is likely going to be invalidated in the next few days...
