Sky Texture issue #31

Because the background is partially driven by camera position, there's no way to anchor the horizon line in a texture, so it will be necessary to make rings of meshes with 'background cloud' textures on them. Sky dome texture will only be able to include things that don't need to be anchored to the horizon line.
