UC 15.1: Add UI element to let users set dates and select decks for when email notifications should be sent

The user should be able to set specific or recurring dates for email notifications to be sent to remind them to study. This should be done through the settings menu. Additionally the user should be able to select a deck name to associate with a date, so that they can be sent an exported copy of that specific deck with the email notification.
