Cannot complete setup with PayPal

Hi I am running 8.1.3 and have been trying to register my PayPal for a a few weeks now.. It is a business account and have tried a new account but cannot get past the I assume last page Called "Please tell us more about you." Most items are greyed out as it is a registered account all it asks is for my mobile but it will just not accept next I've tried Use existing business account & Create a new business account and both will not complete the setup I've even gone as far as disabling GDPR as a post suggested If you do need access I can give it if needed but it seems more like a connection issue

To carry on and complete the steps to get connected

Steps to reproduce

1 sign in to account . Change from United States To United Kingdom. Sign in use Use existing business account next details are correct - check details , asks for mobile number I've tried +44 starting with zero, removing spaces adding a zero in the beginning.. It will not accept next
