Implement Virtual Elections #90

A new type of election is created : Virtual Election

This allows an election to be completely online, where a device can only vote once (note : device, not person) and a page to get the links to those elections and view the results are up and working.

TODO

[x] Fix issue with clock timing on selecting virtual election candidates states
[ ] Test across multiple devices
[ ] Allow home page join election to join virtual elections by checking returned election type

Checks are failing due to a GitHub outage - testing the same commands locally gives positive results.

Merged despite red checks, again because of GitHub Actions being down currently and on a time constraint.
