For instance, if the bot is started on jan 1 2019 and the !foos command is executed at 10:30 the bot will say it's not foos time yet, and it's at noon. However, if the bot is not restarted and the !foos command is executed on jan 2, 2019 the bot will say the next foos time is at noon indicating that it's comparing days as well. The bot should just compare the current time with the set foos time regardless of date.
