Add `store verify` command

There should be a command that checks the integrity of the on-disk storage. Checks to perform:

• Every store object matches its content address.
• No objects that aren't in the database.
• Every reference digest that is recorded for the store object should appear in the store object.
• Recorded NAR hash and NAR size match what is stored on-disk.
