Web page for easy editing tags #26

If user want to edit own tags in browser, he sends some command (/webeditor), bot sends him tmp url to page. Page is window: leftward - tags (all tags and "select/deselect all"), rightward - medias with tags User can delete, edit, add new tags.

send changes by confirm button deleted elements should be marked if changes are not confirmed refresh button
