Add a BG LoD setting

What feature do you want to suggest to the game?

Add a level of detail setting for backgrounds. People on PC and stuff may like to have high quality backgrounds, but on mobile there may not be as much computational power. Examples of stuff we could change depending on LoD:

Level of Detail	Space BG	Galaxy BG	Lightning BG
Low	100 rectangular stars	100 particles	Entire screen flashing
Medium	200 rectangular twinkling stars	300 particles	Lightning is just several lines
High	200 star-shaped twinkling stars	800 particles	Detailed lightning with branches
