Now we set spawn_rule as CC_ROW_21_AND_FALL(it should be noted that rows in cold clear is 0-indexed) in default options. It is not the same rule with techmino, but it suits techmino better than CC_ROW_19_OR_20 does. Maybe it should be settable?
