If the user is active, it should prompt the liaison to require a name prefix. If the user is active and their rank is Corporal or above, it should prompt the liaison to seek permission from the user to use the same last name.
I couldn't quite implement this on #192 because it requires #203 to avoid n+1 queries. So I think I'll leave it for post-transition for now, and we'll have to rely on training/process.
