Discourse requires topic titles to be unique #250

When testing, I got an error from discourse saying Title has already been used for the post Enlistment - Rec. Tester

I assume we'd have run into that by now in our production discourse. Perhaps we made it so that titles don't need to be unique? Need to investigate.

This is a setting in discourse, "allow duplicate topic titles"
