Adds basic training platoon graduation functionality
There are still a few things left to do for it to be complete, as described in the milestone. Most importantly, it doesn't yet generate the forum topic, and it doesn't yet list the information that will be helpful for assignments (squad sizes, cadet timezone preference, recruiter unit). But I thought I'd publish what we have now and leave those for after.
