Add clear indication if enlistment is a returning member #301

The enlistment page of V2 for all new enlistments had a visual representation to easily spot former 29th members who were re-enlisting. This STAR image was a quick reference guide. V3 does not have anything like this. Is there anyway we can implement something such as this, or will this be part of the ‘fine tuning’ phase closer to full roll out of V3?
