Enabled HSTS extension except for localhost #41

I'm doubt of its necessity. For small wikis, it's not that needed.(Actually it's not for large wikis). And also, HSTS header is better to be placed in traefik proxy rather than in mediawiki extension.

Reject using HSTS header. This may break other developments or services hosted on student.kaist.ac.kr.
