Multiplatform make.py and translation contribution readme update #96

Hello @2TallTyler, this PR contains two things:

  1. update of your make.py to run on Windows and MacOS without errors (Linux was not tested)
  2. README.md section how to contribute with new translation - how to prepare environment and build your grf to test it with new language file before PR

Text changes are up to you. If you want to change something, change it. My goal was to help the translator with ENV setup (I also had to remember how to set up a new environment with nml :) )

I think your MacOS tutorial would be better suited in the official installation guide like where you direct Windows users.

Could you separate the make.py into a separate PR so I can merge that? Thanks! 🙂

I've adopted the translation changes and multiplatform make.py update. I don't think the README changes make sense for this repository. Thanks for your contributions!
