Adds github actions workflows to dependabot config.
Fixes logic in test and docs/conf.py to reduce usage of GH REST API. Previous attempt was flawed which led to significant drop in code coverage.
cache docs fonts in CI runners. Does not apply to fonts used by cards though.
Update/fix RTD config.
