Guide is needed for new authors #20

Before new authors sign up for an account, they should be presented with a page that clearly explains how the blog works, what is involved, the licensing scheme, etc. Ideally, this would include pictures.

And I almost forgot. This should also include guidelines for articles. We need to ensure that we are publishing quality articles.
