Importing data triggers tweets #64

When using the loaddata management command, the signals are still run which causes all news items to immediately be tweeted. This should not happen. Tweets ought to be disabled during an import.

Well, for one thing, it will happen whenever we restore a backup. And it does sound like an easy fix - just need to add a couple of lines.
