Currently, there is no way for users that do not have staff status to create an article. This should be available to all active users. Articles written by non-staff should remain completely private until approved by a staff member.
The article editor should consist of:
text boxes for entering title and body
combo box for selecting a category, possibly with an option for creating a new one
toolbar buttons for inserting common Markdown elements
