Worst Move Purchase order extreme corner case #898

Worst Purchase order doesn't seem to account for coins which can be acquired with a move, that will then subsequently cause a lockout

Taking a guess here, do I understand correctly that "buying everything you have access to" isn't necessarily the worst purchase order, specifically when an available move allows you to collect (more) coins, and that that would be the corner case?
