Tun doesn't work and doesnt start correctly

复现方法

Usually, on system start, once V2rayN Auto start and has Enable Tun activated it happens and cause the tun to not work.

额外信息

Maybe at least a handle and listener that checks if it received the following log, then restart the tun so it most probably gets it fixed and not leaking ip anymore. The following bug has been mentioned several times, for example at #3999
