Update pricing guide #142

This provides a few updates to our pricing guide after helpful feedback from folks at CS&S, including some directors of other projects. It:

Adds a summary table at the top of our comparisons page
Adds another comparison example, large-scale publicly-funded infrastructure
Cleans up some language to be a bit more outward-facing after some feedback we got
Adds some more factors to consider
Adds a "why it matters" section to each factor
Rearranges our "cost" section so that we cleanly separate "people" vs "cloud" costs

cc @jameshowison - I wrote this in part as a way to provide more information for people who are looking into other services (like Colab) and trying to understand how to compare between them. Would love any feedback you might have!

OK I'm gonna merge this one in since we've had a few rounds of iteration and some approvals as well! I don't want to make perfect the enemy of good enough :-)
