This is a follow-up to a suggestion that @colliand made around community resources and guidance. As a part of doing that I didn't find a natural place for this information, so did a bit of re-working in the process. Here are the two changes:
Re-works the top-level structure of the docs so that there's a different "user persona" for each top-level section (users, administrators, leaders, and community reps) (closes https://github.com/2i2c-org/docs/issues/160)
Splits up the "data" section into a few sub-sections to be easier to quickly discover in the sidebar.
My hope is that the refactor makes it easier to quickly find the information somebody is looking for, and also makes it more natural for us to know where to add new documentation when we want to create it.
