Add a high-level overview of the Pilot's goals #85

In our team meeting, we discussed that it would be valuable if there were a high-level description of the Managed JupyterHub Service pilot, its main goals, and our strategy for setting up the service.

This is an attempt at describing these ideas at a high level. It's both meant as a guide for our team and something we can point others to in order to learn more.
