Fix unwanted rebuilds on BinderHubs that use quay.io as a registry

A fix for our problems on BinderHubs that use quay.io as a registry always rebuilding images was found in https://github.com/2i2c-org/infrastructure/issues/4315#issuecomment-2206214676

This issue tracks applying that fix to all our current running BinderHubs with a quay.io registry:

• [x] hhmi/binder
• [x] opensci/small-binder
• [x] opensci/big-binder

Lastly, the documentation should be updated to include this fix
