This is now entirely tracked in https://github.com/jupyterhub/the-littlest-jupyterhub/issues/991.

TLJH is due a major version release including JupyterHub 5.

TLJH specific steps

TLJH dependencies are pinned to major versions, we need to update those to new major versions if there are any.
- traefik-proxy bumped
- oauthenticator bumped (see related #4678)

General release steps

Look through the list of open PRs
Verify changelog generation with github-activity doesn't have PRs that can be categorized under Other pull requests heading.
Conclude if there are breaking changes (major version needed)
- If so, look if something else, especially any open PRs considered breaking, should be expited to be part of the release
Open changelog PR (see RELEASE.md)

Definition of done

TLJH v2 beta.1 is released first if that is considered needed
TLJH v2 is released according to the projects RELEASE.md (EDIT: there isn't a RELEASE.md)
