[During migration window] Migrate nmfs-openscapes prod hub home dirs from EFS to EBS

- [x] Follow [documentation](https://infrastructure.2i2c.org/howto/features/storage-quota/#migrating-existing-home-directories) to copy the prod home dirs from the EFS to the EBS volume
- [x] Determine an appropriate quota to enforce (start with the largest home dir size + 10% for now)
- [x] Follow the rest of the [documentation steps](https://infrastructure.2i2c.org/howto/features/storage-quota/) to connect the prod hub to the EBS volume

Definition of Done

• [x] nmfs-openscapes prod hub is backed by EBS for home dir storage
• [x] Quotas are enforced

Due to information I received after the planning meeting (https://github.com/2i2c-org/infrastructure/issues/5070#issuecomment-2476131091), this can be pushed forward much quicker than expected. Which means it will be brought into the sprint as unplanned work, but it should not take much capacity given that the volume of data is small.
