Let's let our communities know that we are rolling out jupyterhub-fancy-profiles to them.

[ ] Content of email is written
[ ] Email sent out to our community champions who have profiles turned on in their hub
[ ] Decision made if that will be written as a blog post

Since the changes are purely cosmetic from a user perspective, I've decided to not do this and just roll it out instead.
