Roll jupyterhub-fancy-profiles into our default jupyterhub image

It's currently on a separate image that is used only one some hubs. Instead, roll it into the default image.

Definition of done

• [ ] jupyterhub-fancy-profiles is in the default image
• [ ] the default image has been rolled out to all hubs without issue
