Draft a policy to follow when unplanned work arises so that it is tracked within our overarching processes

We need to have a policy to track all the unplanned work that we do so we can understand why is happening and fix it.

Task list

This policy should enforce the need to track all the work that we're doing via GitHub issues and have the issues added to the engineering board and labeled accordingly.

- [ ] Figure out a place inside the team compass where this policy should live
- [ ] Mention that every piece of work that we're doing is tracked by a GitHub issue
- [ ] This GitHub issue is added to the engineering board, to the `In Progress` column
- [ ] This issue has an `Unplanned` tag attached to it
- [ ] Expectations are correctly set so that the unplanned work is expected to be blocked/postponned by Yuvi and/or someone else in the team if there are other priorities

Definition of Done

• [ ] A policy is documented in team-compass
• [ ] The policy touches all the points in the tasklist above
• [ ] All the engineering team members are aware of this policy and plan to follow it.
