Issue cleanup in a few EBP repositories

Background

The issues across many of the EBP repositories could use some refinement and improving, in order to make it easier to keep track of actionable work items. We should take a pass through these issues with the following goals:

• Close issues that have been resolved
• Make sure that issue titles are clear, glanceable, and accurate
• Make sure that issues have an actionable next path
• Mark issues that need more information as "needs: information"
• Add appropriate labels to issues

Repositories to check

To start, let's focus on the higher-level repositories since those tend to have the most activity (and thus biggest signal-to-noise challenges)
