PR summary

The Pull Request (PR) proposes to remove the LICENSE.txt file from the PyTorch Serve repository because there is already a LICENSE file present, which is the standard convention for most projects. This change is a cleanup to avoid redundancy and potential confusion regarding licensing information.

Suggestion

No suggestions are necessary as the PR is straightforward and addresses a common repository maintenance issue. However, it is important to ensure that the LICENSE file that remains in the repository is indeed the correct Apache License, Version 2.0, and that it contains all the necessary information that was in the LICENSE.txt file.
