Update design

Update the design with the newest changes from Laura.

• [x] Set default font to Verdana
• [x] Set title text to Verdana Bold
• [x] Increase title size
• [x] Set headers to all caps
• [x] Change background to rgb(251, 252, 244)
• [x] Change link color to rgb(47, 117, 68)
• [x] Change menu block color to rgb(218, 223, 82)
• [x] Change menu block link color to rgb(87, 163, 180) if possible
• [x] Add new home page banner image

The main things are done but here are some resulting items that need to be fixed:

• [x] TOC font size is too small
• [ ] Font size too large on following pages: service category, guided learning, thoughts, all posts

Also, issues should be created for the following:

• Reduce number of items in navigation bar. Probably having a page that just lists the different navigation pathways need to be done
• Get opinion on home page image size
• See if TOC needs different highlighting
• Notice blocks
  • Use the same color for all block types
  • Change link color within yellow blocks

Not implementing Change menu block link color to rgb(87, 163, 180) if possible item because it's not necessary.

Additional changes made as per initial comment:

• Using cropped home page image
• TOC highlighting works as-is
• Notice block colors are good, except for warning color which was changed to rgb(239, 194, 150)
