Place the marker with a single click on the map #118

wish from Bordeaux and difficulty during a live demo to move the marker on the map (click on the map instead of drag/dropping). now the marker for a new observation is done uniquely by single-clicking on the map. The marker is no longer added when clicking on the 'add new observation' button. It is possible to add this marker only when the form to create it is displayed (not collapsed)
