evaluate the possibility to link a user to different poles (to allow a user to moderate on different areas)

[x] Add a link table between user/territoire/pole
[x] modify server code to check to allow the connected user to access an observation
[x] modify administration interface to allow linking a user to multiple poles (only for moderators)
[x] modify administration interface to not display pole/territory data in users table and update user UI
[x] Modify user creation code on server
[x] Update documentation
[x] Update installation scripts
