Tags show for records even when user doesn't have tag roles #182

From my understanding this is correct behaviour, the tag roles should limit access to adding and applying tags and the tag admin but not from seeing tags already applied.

@rlockerbie @syntithenai this is also how I expect it to work, if something has been tagged, everyone should see it but those with the roles can actually change/create/remove them. @syntithenai please verify that this is the case and close this issue if it is.
