Install module staging #187

This is the product of a manual merge of the InstallModule branch into a very recent (as of 26/02/16) branch of 0-8-0. The only changes are to the /system/modules/install files and some minor changes to /system/web.php.

Given that the existing installer on 0-8-0 is completely broken and this installer only creates a config.php file if none exists, it would be non-critical to merge this codebase into 0-8-0 now and start any improvements on this installer from here on.

I ran the installer but our project CRM module's migrations didn't run. Investigating
