Current Behavior / Expected Behavior

In some cases the editor may need to override the standard resize settings on a single image. We want to make this possible.

[x] create setting on image decorator
[x] create query to retrieve all images
[x] improve image resize info to include a description for easier picking
[x] create API to read/respect these settings
[x] ensure on single use of Img / Picture
[x] ensure on WYSIWYG use
