Current Behavior / Expected Behavior

The formula editor and related features are only visible once a user enter developer mode.

This makes it hard to discover this functionality.

Wish by some users is that it's always there, so we'll try this out - but only for super users, and only in the edit-ui.

[x] Make sure the super user sees the footer by default
[x] Allow the super-user to still hide the footer, e.g. for creating screenshots - by entering/exiting the dev state using the shortcut
