As an administrator, I want to be able to assign access rights to an editor

Description

The administrator must define the different access rights (creation, modification, deletion). Thus, he will have to grant each publisher the rights that correspond to the action that the publisher must be able to do in the platform.

Notice

When creating a publisher's account, default access rights must be granted.

This feature requires the support of user management. Right now I have not seen the option to register new user. Is it planned to support user management ? if yes then an issue on registering new users should be created. Right now the only to create a new user is through the cli. a "creating a publisher's account" issue should be created.

also should the access right be granular ?, meaning : each entity has is own access right ( means a lot of access ) or the access right will be global?: Let say user belonging to a group X has the right to access a group of entity. For example: a user belonging to a publisher group has the access right to everything relating to publishing/editing new content
