Fix Staff Permissions

Currently, there are 6 (technically) levels of staff members [canBoard(%) means they have the rights of everyone, but in a global scope]

• Super Admins [Admins with canBoard(%)]
• Admins [Admins with certain board power]
• Super Mods [Mods with canBoard(%)]
• Mods [Mods with certain board moderation]
• Super Janitors [Janitors with canBoard(%)]
• Janitors [Janitors with certain post deletion]

but the actual rights of each aren't fleshed out in the code.

Ideally staff rights should be as following:

• Super Admins
  • Control all tools in mod panel
  • Can see full IP of user
  • Manages all staff in case someone becomes rouge
• Admins
  • Control most tools that pertain to boards that user owns
  • Encrypted IP address -Manages Board staff. etc etc.

Basically the tl;dr would be super admins can control all aspects of the imageboards, admins are one step down and can manage the boards they own. Etc etc.

Don't mean to be a pain in the ass, but I need exact permissions otherwise my version may be vastly different.

Unless of course you would rather me just do it and then modify as we go.

• [ ] Warnings [same as banlist, maybe swap the two, I like warnings better.]

• [ ] Add new ban (restrict based on board ownership, global admins can ban globally)
• [ ] Add Warning (same as above. Swap the two, again warnings > bans)
• [ ] Ban Requests (restrict to global admins)
• [ ] Ban Appeals (restrict to global admins [?])
• [ ] Add/Manage Range Ban (Global Admin only)
• [ ] New Announcement/news entry/(same as above)
• [ ] Lock/Sticky threads (Global Admins manage all, per board can only manage their boards
