[ADTOOLS/BINUTILS] Figure out which version of BINUTILS to use #6

It was suggested to use a version at-or-around the release of GCC version 11.

Currently, ADTOOLS uses 2.23.2 which is over 10 years old. The further we move from 2.23.2 the harder it will be to apply changes. Hopefully, a lot of the changes since 2.23.2 are not spectacularly different - so porting the patches may or may not be trivial.

At the minute I am deciding on: 2.36.1.

Unless someone says otherwise, that is the choice. It is around the time of GCC11.
