The fps' themselves do not change at all, only the Hz. Not sure if I can track it, but I notice it.

your monitor have like all the other ones out there a fuction to show you the HZ.
btw turn on g sync in nv or free sync in amd software also turn free sync or g sync in your monitor on no matter if you use amd or nv if you on nv select on g sync "window and fullscreen"
if your screen HZ drops its an issue with your monitor himself. if you have G sync/ F sync on turn it off (i dont recommend this) but if you trun it off turn it in the app settings in NV or AMD off only for the genshin impact.exe this let g sync on but turn it for genshin off
try this steps maybe it will help otherwise try another monitor.
