Add REAEME_zh in Chinese #2

I just made some changes to the translation content. You can have a look.

Is this meaning correct? Looks like I explained it too confusingly again >_<

Last section was only about users/chats own info, not messages. Only changes in names/usernames/titles/phones are checked. and only history/users and history/chats files may contain multiple lines with same id.

Messages are always downloaded only once, handling edits/removals is not supported. (maybe just yet)

I decided to add this feature for users/chats, because it's "free": with each batch of messages Telegram also sends some related data (authors of messages, mentioned users, forwarded channels, etc.). So, why not use this data if we get it anyway?

And "Peer" is just general name for users, chats and channels in the Telegram API.

I think I can’t understand it 100% perhaps, because I’m not familiar with the data structure of Telegram, and I haven’t started using this repository yet (actually, I tried it, but my mobile phone number was immediately banned and unbanned the day before yesterday).

About "Peer", I fully understand its meaning, but there is no corresponding word in Chinese. So I decided to temporarily translate to "duplicate data".

I think I should leave the last paragraph in English and translate it when I am ready later.

Incidentally, I found that some of the channels I created(not joined) disappeared(after unbanned). Do you know how should I recover them? (I tried sending an email to recover@telegram.org and not response yet.)

That account was created more than a week ago?

I know that Telegram used to ban new accounts if they login via unofficial clients shortly after registration (faced it myself 1-2 years go). And after a week of regular activity (joining some groups, reading, chatting) everything was always OK (at least with my app_key/hash).

Very strange, have never heard of such thing. The best I can advise is to try writing to other support channels like support@telegram.org, https://telegram.org/support or maybe DM to https://twitter.com/smstelegram
