Update & finish the remaining filters and tags in dir /shopify-dev-utils for the dev server from PR: https://github.com/3daddict/themekit-webpack/pull/28.

Filters

[ ] img_url filter

Tags

[ ] form tag
[ ] other shopify specific tags

Other

[ ] fetch store data and provide it as globals

@felixmosh I have merged PR #28 into master. We'll track the remaining progress here as time prevails. Really nice work on this dev server feature and we should be good for the first release soon.
