Fix docker workflow #19

Fixes 3dcitydb/citydb-tool#17

@yaozhihang As soon this is merged, make an edit to the release you just made on Github. This should trigger the release workflow and make sure the image are built for both arm64 and amd64. If this does not trigger the workflow, let me know.

PS: I'm excited to see if this will automatically close #17 when it is merged. I used a keyword in the description of the PR, that should enable this.

I merged this and edited the release, which was not sufficient. I created a fresh release (v0.7.1-beta) to get the missing amd64 Docker image fixed. @muratkendir The Docker images should be fine now again. @yaozhihang Forget my comment from above, no action required from your side.
