Under Construction buttons: remove link #27

on the Projects List (projects.html) page, the Under Construction buttons point to broken links (404 error)

Please comment out the link on each.

I have left the button but removed the dead link so that if the button is pressed, nothing happens. This is so that the 'under construction' message is still visible. If you prefer the button removed completely, please let me know.
